"Fees to close my account exceeded my available balance!"

I couldn't close my account because it had funds in (about $18). They wouldn't let me withdraw the funds because it was less than $25. I was told to add $25 for which there would be a 3.95% for buy and sell transactions. There would then be a further fee to withdraw my funds to an external account then I have to pay a Blockchain fee/Gas fee. Basically eradicating the $18 that was originally in my account.These guys are crooks. So many hidden fees and the process to close the account is impossible.
