"billing of fees despite the withdrawal being unsuccessful"

each time I sell usdt I chose privatecoin. However the money is returned to my Lbank account. They don't tell me the reason, why it didn't arrive in my bank account. I tried 4 so they cost me 40 usdt. normally if payment. has not arrived in my account they will not have to charge me any fees.
